Where can I buy a cage for AirTran Airways, which suits my cat 13 pounds?

I travel with my cat on AirTran Airways and the need to find a carrier that fits their pet maximum size (8.5 "H x 17" long x 12 inches wide). The bag should be as gentle as the cat goes under the seat. Bags that fall I found these dimensions can not bear its weight (13 lbs). Do you know of any? Thank you your help!
